在保障技术和信息安全的前提下，探索国家科技计划支持高校、科研院所和企业通过网络平台利用境外人才资源、开展创新活动的方式方法；充分利用大数据手段，及时把握全球科技人才资源分布、集聚状况，为引才引智战略制定提供有时效性的数据和信息；支持我国科研领域职业社交平台建设和猎头公司开拓国际人才市场；加快推进人才信息安全立法工作，借鉴国际经验，对外资企业、国外社交平台采集我国境内人才信息作出规定。
