摘 要：党的十八大以来，“多规合一”被列为中央全面深化改革的重要任务。从中央到地方大力推动了“一张蓝图干到底”的实践。同时，十九大报告把乡村振兴战略放到非常突出的位置，而乡村规划是我国乡村振兴和“三农”发展的重要基础蓝图，也是解决好当下“发展不平衡不充分”问题的发力点。当前，我国的规划编制体系也正在经历一场历史性的变化格局，特别是十九大后，中央深化机制体制改革，从自然资源的高度深度整合空间规划管理机构，新组建的自然资源部的机构职能，已经将各部委空间规划职能进行有机合并。正值新机构有关规划体系重构研究之际，本文通过对对现阶段我国正在开展的村庄规划和村土地利用规划两种主要编制模式进行实践案例对比，并对现有模式的特点进行认识与反思，研究发现由于长期以来各种规划体系编制模式和管理手段的差异，导致各体系之间的规划衔接和融合效率存在问题。最后研究从多规合一的视角出发，以期对现有的乡村规划编制体系从编制思路、方法和内容三个层面进行政策建议与策略融合探索。

Understanding and Reflection of Rural Planning Compilation Mode from the Perspective of Multiple Planning Integration(www.daowen.com)

Abstract：Since the 18th CPC national congress，multiple planning integration has been listed as an important task for the central government to comprehensively deepen reform.From the central to local governments，the practice of“one blueprint to the end”has been vigorously promoted.At the same time，the report of the 19th national congress put rural revitalization strategy in a very prominent position.Rural planning is an important basic blueprint for rural revitalization and the development of agriculture，rural areas and farmers.It is also the starting point for addressing the problem of unbalanced and inadequate development.At present，China's planning system is also undergoing a historic change pattern，especially after the 19th national congress，the central government deepened institutional reform，from the height of natural resources，depth integration of spatial planning management institutions.The new ministry of natural resources has merged the spatial planning functions of various ministries.Under the background of the reconstruction of the planning system，this paper compares the two main compilation modes in our country.The characteristics of the existing model are recognized and reflected.It is found that there are some problems in the efficiency of planning convergence and integration among various planning systems due to the differences in the compilation mode and management means of various planning systems for a long time.Finally，from the perspective of the integration of multiple plans，the research aims to explore the policy of the existing rural planning system from the perspectives of compilation ideas，methods and contents.
